COLLEGE DECISION: It is the decision of Texas State Technical College Harlingen to provide mail service in accordance with U. S. Postal Regulation governing the collection, sorting and distribution of mail on campus. AUTHORITY By law, under the Private Express Statutes, the United States Postal Mailer’s Guide to Postal Regulations. GENERAL Texas State Technical College Harlingen Mail Service Department is responsible for the sorting distribution and collection of all official college mail on campus. Any non official mail packages will not be picked up or distributed. The Texas State Technical College Mail Service Department operates from the Central Receiving Warehouse and provides scheduled pickup and delivery one time per day at each building at a designated location from 08:30 a.m. to 10:30 a.m. After 10:30 a.m., any department that needs their mail to go out that day will need to bring their mail to the Mail room no later than 2:30 p.m. The postage metering service has been outsourced at the best discount rates the United States Postal Services allows and is strictly limited to official Texas State Technical College business. The vendor will provide daily pick up of outgoing mail no later than 3:00 p.m. Monday thru Friday. PERSONAL MAIL Use of the Texas State Technical College Mail Service facilities for personal mail is prohibited. CAMPUS MAIL Campus interdepartmental mail requires no postage. Official "campus mail" envelopes should be used for all such mail. If other types of envelopes are used for campus mail, write or type "campus mail" on the upper right corner of the envelope and the name of the employee, department and building where the envelope is to be delivered. Separate campus mail from outgoing U. S. Mail and secure in individual bundles with rubber band(s). OUTGOING U. S. MAIL The proper preparation of mail is essential to insure expeditious processing and movement of all mail. Your help will contribute to rapid and efficient mail service on campus as well as the routing of mail to the U. S. Post Office. At your pickup station, separate outgoing U. S. Mail from campus mail and secure in individual bundles with rubber band(s) as follows: - a. Standard size letters (#10) envelopes bundle together with flaps out stacked on top of each other.
- b. Flats (this is anything larger than standard size. Use no envelope larger than 9 ½ " X 12 ½" for thin flats. All flats must be sealed; the meter machine will not seal large envelopes.
- c. All envelopes containing checks or valuable documents will need to be sealed.
- d. Attach a piece of paper on each bundle of envelopes with a rubber band and indicate the account number it is to be charged to and the total number of envelopes per bundle.
