| COLLEGE DECISION All TSTC Harlingen personnel will make use of state resources (which may include facilities, supplies, equipment and vehicles) in the manner of which they were intended by legislative actions, established TSTC-Board of Regents Policy and/or TSTC A Decision. No state resources may be used by any employee for personal gain. It is each employee’s responsibility to use state personal property only for state purposes and to excercise reasonable care for its safekeeping. The term "reasonable care" means that, at a minimum, steps have been taken to maintain the upkeep of any asset in an acceptable manner, ensure the security of the asset, ensure that the asset can be located at any time requested, and ensure that the person responsible for the asset is know. PROCEDURE Written authority must be provided for any state property to be removed from the premises. NO STATE RESORUCES ARE TO BE EXPENDED OR UTILIZED IN ANY POLITICAL ACTIVITY. Such authority must inclue the time period for the property to be off the premises, a description of all items to be taken off premises, the TSTC Harlingen inventory numbers, the date the authorization was prepared, and the signature of the account manager, the Supervisor-Property Accountability, and the President as the approprate approving authority. A copy of all authorizations to remove property must be placed with order departmental inventory records to ensure that all state property may be properly accounted for at any time. The TSTC Harlingen Form Request to remove state property from College shall be completed to document all such transactions. All administrative personnel (including program chair) are charged with the responsibility of assuring that state laws governing Administrative/Management Personnel will take corrective disciplinary action which could include termination of employment for violations of the following by an employee of TSTC-Harlingen: - conducting outside employment activities during scheduled duty hours.
- performing paid-consultant services during scheduled duty hours.
- using state supplies, equipment, funds, facilities and human resources for fabrication, maintenance or repair of items specifically for private resale.
- performing activities not considered "Live Projects that support instruction" in classrooms and laboratories.
- using Print shop and Instructional Media services for personal projects not associated with legitimate school activities.
- removing state property from the college for personal use.
- failure to exercise reasonable care to protect, maintain and service state property.
- failure to turn in leave requests, such as sick leave or annual leave.
- loss, damage or destruction of property through negligence.
- misuse of postage and telephone for personal gain.
- using state supplies and human resources for personal gain.
