COLLEGE DECISION
It is the decision of Texas State Technical College Harlingen (TSTC) to establish
uniform procedures concerning articulation between the TSTC Harlingen campus
and other educational institutions.
- The Director of Collaborative Projects is responsible for securing approvals
for and maintaining Tech Prep and Articulation Agreements between TSTC
Harlingen instructional programs and other cooperating schools.
- Tech Prep/Articulation Agreements may include awarding entering students
a grade of “CR” for specified courses required to complete instructional
program curricula.
- Credits awarded will be conditional on a student’s demonstrated successful
progress during the first term enrolled in the instructional program.
PERTINENT INFORMATION
- Obtaining approval for Articulation Agreements and Tech Prep Agreements
follows the rules and guidelines of the Texas Higher Education Coordinating
Board and Vernon’s Texas Codes Annotated, Education Chapter 135.
DEFINITIONS
- Articulation Agreement – A written agreement between TSTC Harlingen instructional
program and a cooperating school, under which an incoming student is granted
credit for TSTC course work on the basis of technical courses completed
in high school.
- Tech Prep Agreement – A six-year curriculum plan providing a comprehensive
and coordinated program of technical study from the high school through
a two-year associate’s degree program. (Tech Prep Agreements must include
at least six hours of articulated credit.)
- Cooperating School – A school that has agreed to certify objectives achieved
by its students that are common to those included in a TSTC Harlingen instructional
program curriculum.
RESPONSIBILITIES
OFFICE OF COLLABORATIVE PROJECTS
- The Director of Collaborative Projects is responsible for coordinating
the activities involved in developing Articulation Agreements and Tech
Prep Agreements between TSTC Harlingen instructional programs and cooperating
schools.
- To successfully enroll a Tech Prep and/or Articulation Agreement applicant,
the Director of Collaborative Projects is responsible for providing all
documents that meet TSTC Harlingen admission and residency requirements
as well as the information to register the student for courses.
- When a student from a cooperating school enrolls, the Director of Collaborative
Projects is responsible for initiating the award of credit and for monitoring
the successful progress of the student.
PROGRAM CHAIR
- The Program Chair is responsible for working with the cooperating school
and TSTC programs providing related instruction to identify common objectives
and to recommend credits to be awarded.
OFFICE OF ADMISSION & RECORDS
- The Office of Admission & Records awards articulation credit for
TSTC Harlingen courses to applicants who have:
- Graduated from a high school for which a current official Articulation
Agreement exists on file in the Office of Admission & Records,
and
- Has successfully completed one or more of the courses specified
in the Articulation Agreement, and
- Has been recommended for articulation credit by his/her high school
instructor and/or high school official as required under the Articulation
Agreement.
- Upon receipt of the “Student Recommendation for Articulation to
TSTC” form and the “Certification for Credit by Articulation” form
from the Office of Collaborative Projects, the Office of Admission
& Records will post the approved course credits on the student’s
official record using a “CR” designation to signify credit awarded
by articulation. Student will be given a copy of the “Certification
for Credit by Articulation” by the Office of Admission & Records
upon completion of the entry process to the student’s record.
PROCEDURES
- Requests to develop articulation agreements are forwarded to the Vice
President of Student Learning.
- The cooperating school provides TSTC Harlingen with a list of the objectives
that each completing student will have achieved.
- The Director of Collaborative Projects arranges for meeting of faculty
from TSTC and the cooperating school to identify objectives common to the
curriculum for both schools.
- The Director of Collaborative Projects prepares for the Program Chair
a proposed Articulation Agreement/Tech Prep Agreement that identifies the
credits or partial credits that will be awarded to entering students from
the cooperating school.
- The Director of Collaborative Projects secures all necessary signatures
on the Tech Prep/ Articulation Agreement.
- The Director of Collaborative Projects forwards copies of the Articulation
/ Tech Prep Agreements to the cooperating school, the TSTC Harlingen Program
Chair, the Director of Admission & Records and the Director of College
Information.
- The Director of Collaborative Projects will review each Articulation
/ Tech Prep Agreements on an annual basis to ensure that all elements are
up to date.
