COLLEGE DECISION
It is the decision of Texas State Technical College-Harlingen that requests
for new Regular Technical -Vocational Programs shall comply with all regulations
and guidelines of the State and the Institution. Furthermore this policy directs
that new Regular Technical - Vocational Programs represent and are part of a
plan for balanced expansion of programs, curricula and facilities.
PROCEDURES
The Texas State Technical College-Harlingen College has the authority and the
autonomy to initiate and develop applications for new programs as it deems suitable
except in those cases curtailed by the Chancellor.
The College President shall identify the office delegated to represent application
(s) before the Curriculum Review Committee. The Curriculum Review Committee
is charged with sanctioning the development of new programs as well as changes
to existing programs of study.
All request for new programs from outside the institution shall be forwarded
to the College President with information copies sent to the Chancellor.
By interoffice correspondence, the Chancellor shall be notified by the College
President that the feasibility and development of a new program is to be initiated.
By way of a Minute Order the College will request approval for new program development
from the Board of Regents of Texas State Technical College.
Upon Board Approval, the College shall conduct activities necessary to establish
feasibility and to develop the program in compliance with the Coordinating Board
guidelines and institutional standards. These activities shall involve the use
of "ad hoc advisory committees," the Texas State Technical College - System
Occupational and Educational Research Division, and other resources as appropriate.
The utilization of an ad hoc advisory committee to establish feasibility, training
need and possible curriculum content is not the same function as performed by
the Advisory Committee after a program has been implemented.
When the feasibility study and other preparation for a new program appear positive,
the College shall notify in writing the community college or colleges in its
local area of the plan to submit an application to the Coordinating Board for
new program approval.
The supporting data are assembled into the form of an Application for Regular
Technical- Vocational Program signed by the College President, and submitted
to the Texas Higher Education Coordinating Board (THECB).
Upon notice, the College President or designated representative and resources
persons will appear before the Program Review Committee at the Coordinating
Board if requested to do so by THECB.
The Coordinating Board will notify the Chancellor and College President of
its decision regarding the application.
Before a new program can be started, faculty positions, pay grades, and budgets
must be in proper order according to existing procedures and modification of
the biennial Operating Plans made as appropriate. |
