Instructional Administration Council

The Instructional Administration Council is an administrative body chaired by the Vice President for Student Learning and charged with overseeing all functions and operations within the Instructional Division.  The Council is responsible for ensuring compliance with all internal and external guidelines and mandates related to instructional services as prescribed in the Southern Association of Colleges and Schools Principles of Accreditation, Texas Higher Education Coordinating Boards Guidelines for Instructional Programs in Workforce Education and other rules and regulations for postsecondary institutions, Texas State Technical College System mandates and operating standards, and all TSTC Harlingen policies, procedures, and regulations.  The Council meets once each month immediately after the Presidents Council to ensure information flowdown to the entire Instructional Division

 

Pat Hobbs Pat Hobbs, Vice President for Student Learning

Mr. Hobbs brags of over 30 exciting years in college-level technical education - 18 years at Texas Southmost College as faculty, Associate Dean, and Dean of Technical Education, and 13 years at TSTC as Associate Dean, Dean, and now Vice President.  He holds BBA and MBA degrees from Texas A & M - Kingsville, and enjoys fishing and golf when he is not enjoying his work at TSTC.

Jose Angel Mendez
Coordinator-Curriculum

Mr. Mendez began employment here at TSTC in September 2001 in the Office of Collaborative Projects.  He obtained his Master of Education Administration in 2000 and his Bachelor of Science in 1997 from the  University of Texas at Brownsville.  Mr. Mendez has 12 years of experience in the educational setting and is currently involved with local school districts and universities assisting students to transition into TSTC.  Mr. Mendez is married with 3 children and resides in San Benito, Texas.

 

Barbara Bennett Barbara L. Bennett, C.D.A., R.D.H., M.S. Division Director-Health 

Mrs. Bennett began employment at TSTC in July 1998 as the Dental Hygiene department chair and is currently the Division Director for all Health Related programs, as well as  co-chair for the Dental Hygiene and Dental Assisting Programs.  She has been actively involved in dentistry for over twenty-five years and involved with dental hygiene national board review workshops for the past twelve years.  She is a contributing author for a dental hygiene review textbook, as well as author of articles of interest to dental personnel in professional publications.  She speaks at the national level on topics such as infectious diseases and treating oral complications of cancer therapy.  She serves as an accreditation curriculum consultant for the American Dental Association Council on Dental Accreditation and is past president of the Rio Grande Valley Dental Hygienist Society.

Juan Garcia, Division Director-Computer Information Systems

My name is Juan Garcia.  I presently work for Texas State Technical College (TSTC) as the Division Director for Computer Information Systems technologies programs.  I joined TSTC in 1981 as a developmental studies math instructor.  In 1984, I joined the Computer Science Technology department for almost 7 years.  In 1991, I worked for the steel division of Mitsubishi.  I spent 11 years as a manager, then a vice president of information systems.  I spearheaded the implementation and development of information systems for this steel manufacturing plant in Mexico.  My educational background consists of a M.S. and a B.S. from the University of Texas Pan American, Edinburg, TX, in Mathematics.  I also have a minor in Statistics.  On a personal note, I live in Donna, Texas.  I have lived in this area all my life.  I have a lovely wife and 3 children.  We also have two Jack Russell terriers.  Their names are Scottie and Lexi.  My favorite sport is table tennis.  I am a member of the USATT and enjoy competing in statewide sanction tournaments.  I also enjoy playing table soccer (foosball) and golf.

 

Al Guillen

Alfonso Guillen, Associate Vice President for Student Learning & Division Director/Industrial-Manufacturing/Engineering

Mr. Guillen has been employed at TSTC for the past 18 years.  He is presently Associate Vice President for Student Learning & Division Director for the Industrial/Manufacturing Division.  He previously taught as a Master Instructor in the Chemical Technology Program.  and was also Program Chair for the Chemical Technology Program from 1985 to 1993.  He also served as Program Chair for the Environmental Program from 1993 to 1999.  When the two programs were combined, he served as Program Chair from 1999 until becoming Division Director in 2002.

Frank Lewis, Division Director-General Education

Mr. Lewis, director of the General Education Division and an associate professor, came to TSTC in 1982 as an instructor of technical communication.  In 1987 he became the first chair of the English Department and the Division Director in 2002.  He has served as acting chair of the Business and Social Science Department and was the developer of an the first chair of the Teacher Assistant program.  Prior to coming to TSTC, Mr. Lewis was a supervisor for educational program development for the RCA Service Company.  He spent almost half of his nine years in the U.S. Army directing, teaching, and developing service school courses and programs.  He has a BA from Texas Christian University in Fort Worth and a MA from the American University in Washington.
