College Planning

All planning activities at TSTC Harlingen first begin with a review of the TSTC Role and Mission and the TSTC Harlingen Expanded Statement of Purpose. It is with these in mind that all planning originates.

The seven Indicators of Success were adopted by TSTC Harlingen in 1993 as the primary responsibilities the college has to the students, employers, the state, and the taxpayers. These seven indicators were chosen by a consensus of the college community and set as performance measures of what the College expects of itself.  It is through accomplishment of all established performance measures that TSTC Harlingen can demonstrate to the public that it accomplishes its role and mission.

The TSTC Role and Mission and TSTC Harlingen Expanded Statement of Purpose also guide the development of four major plans that have been established to guide both overall operations and key planning areas.  The four major plans that guide college activities are TSTC Harlingen Strategic Plans, the TSTC Harlingen Master Plan, the Recruitment and Retention Plan, and the Information Technology Strategic Plan.

These four guiding plans set the framework for the creation of the TSTC Harlingen Operational Plan and all TSTC Harlingen Unit Action Plans.  The TSTC Operational Plan and the UAPs establich goals for the review and evaluation of all revelent data and assessment information, which result in the formation of real institutional priorities, objectives, outcome emasures, resources, and timelines.  Simply stated, they take the visions and ambitions outlined in the four guiding plans and create a roadmap for each unit of the college to move toward the vision set in the "guiding" plans, while improving unit operations simultaneously.
