Strategic Plan Goals with Objectives and Activities
Fiscal Years 2009-2013
Accompanying the Strategic Plan is the Operational Plan that assigns owners and delegates, a performance indicator, and timeframe for each activity. Activities are further broken down into tasks with responsible persons, timeframes and projected costs indicated for each.
Goal 1. Enhance instructional services.
A. Deliver workforce programs of study that meet the needs of the Texas workforce.
B. Facilitate access and success in college through alternative readiness programs.
C. Increase access and learning opportunities for students by promoting innovative instructional methodologies, learning environments, and delivery options.
D . Develop and implement strategies and intervention systems that overcome obstacles to student success and assist students in reaching their educational and career goals to increase persistence, retention, transfer, and graduation rates.
E. Facilitate student career and educational goal setting.
F. Deliver customized and compressed training programs to respond quickly to workforce development opportunities.
G. Enhance dual enrollment opportunities that promote the matriculation of students with earned credit to TSTC.
H. Continue collaborations with institutions of higher education to offer TSTC students educational opportunities to pursue baccalaureate and advanced degrees.
Goal 2. Nurture the college community.
A. Foster a college-wide culture grounded in a multi-dimensional model of wellness.
B. Expand co-curricular programs and activities that promote the development of personal, cultural and social growth among all students consistent with their needs, abilities and interests.
C. Provide students with the skills and experiences necessary to transition into the workforce as productive workers and into society as civically engaged leaders.
D. Provide student support services that are accessible, effective and efficient.
E. Support an agile organizational culture by developing leadership excellence, employee skills, productivity, and accountability.
F. Strengthen internal communication channels for efficient information flow, appropriate opportunities for consultation, and rationales for decisions.
G. Broaden opportunities for meaningful participation of faculty, staff, and students in governance matters.
H. Design and implement strategies for effectively recruiting and retaining qualified and diverse administration, faculty and staff possessing the qualities to inspire student success.
Goal 3. Provide stewardship of resources.
A. Ensure a stable financial environment, enhance resource allocation, and provide for a strategic distribution of funds based upon institutional priorities.
B. Develop a unified Campus Incident Management Plan (CIMP).
C. Enhance, repurpose, and relocate education and training facilities in support of the college’s workforce development commitment to meet changing needs.
D. Develop strategies for the efficient, safe, and innovative use of facility resources.
E. Continue to improve the institution’s technology infrastructure to support emerging technologies, enhance organizational productivity, and ensure security.
F. Continue to improve the college’s financial position by seeking new funding sources and strengthening institutional advancement efforts.
G. Maintain state of the art technology that enhances student learning, improves college management processes and functions, increases student satisfaction, and supports faculty/staff productivity in order to maximize student success and organizational effectiveness.
H. Facilitate the continuous improvement of academic achievement, student satisfaction with services, and effectiveness of operations.
Goal 4. Enhance the college image and reputation.
A. Expand and enhance partnerships and planning with educational institutions, businesses, government agencies, and community organizations to promote the value of high school and college graduation, college readiness, enrollment in higher education, and student success.
B. Explore innovative recruitment and marketing strategies that champion the successes of TSTC graduates and communicate the quality of TSTC academic and technical programs of study and services available to students.
C. Manage enrollment growth by implementing strategic recruitment activities and disseminating information consistently and broadly about the multi-faceted educational opportunities at TSTC Harlingen.
D. Promote a strong college identity that reflects TSTC as a success-driven organization that takes a state-wide leadership role.  |
